Neon colours are made with pigments that have not yet been tested as such not approved by the FDA to be used in cosmetics. 
 
Following FDA guidelines, these colours are labeled as a Special FX product to be used on prosthetics, hair, clothing, etc. and “not” a cosmetic product.
